Title: The Evaluation of the Recruitment Policies for Educators in School Education Department Punjab

Abstract: The objectives of the research study entitled “The Evaluation of the Recruitment Policies for Educators in School Education Department Punjab” were: (i) to analyze the status of sanctioned, working and vacant teaching posts in government high schools of Punjab. (ii) to examine the status of student teacher ratio (STR) in government high schools.(iii) to assess the assurance of high quality teaching/learning in government high schools.(iv) to determine the provision of subject specific teachers in high schools of Punjab.(v) to analyze the increase of enrolment in Government high schools of Punjab. The population of the study was four (4) District Education Officers (Secondary Education), Five hundred sixty two (562) male & female Principals / Head teachers and 1144 male & female Secondary School Educators (SSEs) of the Government Boys and Girls high schools of the four Districts of the Lahore Division. All the DEOs (SE) and Principals/ Head teachers were taken as sample. Four hundred forty eight (448) SSEs both male and female (40%) of the population were taken as sample by using simple random sampling technique. The data were collected by using document analysis technique, questionnaires and structured interview schedule. The researcher administered the questionnaires personally in the District Nankana Sahib and by mail in districts Kasur, Sheikhupura and Lahore. Data regarding status of teaching posts, student teacher ratio and enrollment and BISE results of Secondary School Certificate Exam was collected using document analysis technique. All the District Education Officers (SE) were interviewed on the scheduled dates and time. The collected data was organized, summarized, tabulated analyzed and interpreted by using Percentage, Mean, Standard Deviation and Chi Square Statistics with SPSS (Statistical Package for Social Sciences) updated version. The major conclusions drawn were: (i) All the sanctioned teaching posts in Govt. boys and girls high Schools of the Lahore Division during the years 2012-2016 were never remained completely fill by fresh recruitment. (ii) Student teacher ratio in remained encouraging during the years 2012-2016 (iii) BISE results of the Secondary School Certificate Exams were gradually increased during the years 2012-2016 which depicted that quality of education improved. (iv)The enrollment in Govt. boys and girls high schools of the Lahore Division increased during the years 2012 to 2014 and decreased in the year 2015 while it increased again during the year 2016. (v) Well qualified subject specific teachers have been appointed but number of subject specific teachers is not according to the requirements of the students. The major recommendations suggested were: (i) Government of the Punjab may attract / recruit more and more Subject Specific 11 Teachers / Educators in School Education department by awarding them special financial benefits (ii) Student Teacher Ratio (STR) may be controlled through fresh recruitments and rationalization of teachers. (iii) Enrolments of the students in schools may be enhanced with the provision of compulsory stipends, technical laboratories and technical teachers, better and healthful teaching learning environment by the Government of the Punjab (iv) Administrative authorities i.e. Principals / Head Teachers may assign only the specific subject to the Subject Specific Teachers / Educators. (v) Government of the Punjab may make it possible to complete the recruitment process within scheduled time period by implementing the law of implementation of recruitment policy.
