Year: 2020 Subject: Educational Planning and Management (EPM) Degree: PhD The purpose of this research study was the analysis of Strength, Weaknesses, Opportunities, and Challenges (SWOC) of early childhood education (ECE) programme at government schools in Punjab. The study focused only on the implementation stage of the programme. The study was designed to investigate the opportunities of the ECE programme and to explore the challenges faced by the institutions during the implementation process of the programme. The study also suggested measures for the improvement of ECE programme for making it more effective and to achieve its targets. Two questionnaires, one for heads of educational institutions and one for Early Childhood Education teachers were developed. Semi-structured interview questionnaire for School Council members/parents was also developed to seek their opinion. x The findings of the study showed that the Early Childhood Education (ECE) Programme was effectively planed by the government of Punjab. Specific budget was provided for the establishment of ECE rooms and purchase of learning material. The schools’ head and teachers were provided professional training for the implementation of ECE programme. Female caregivers were appointed in the schools to look after the 3 to 5 years old students. However, the study suggests that the implementation of ECE programme in 1000 schools cannot achieve the objectives of ECE programme in the province of Punjab. The selection of the teachers for this programme required degree/diploma related to the field of ECE. The teachers who are involved in ECE programme had no special incentive to motivate them. The caregivers selected for the implementation of ECE programme needed more training and skills to perform their job in an effective manner. The ECE programme has some opportunities as well. The National Education Policy, 2009 acknowledge its importance. The financial resources for its implementation are generated from the donor agencies working in education sector. The private sector organizations are also available for technical support and ECE teachers training programmes. The effective participation of local community and school’s council is another opportunity for the successful implementation of ECE programme. The government requires a comprehensive plan to implement the ECE programme in 100 % schools of the Punjab. The ECE programme provided the opportunity to decrease the dropout and repetition rate at primary level. It also provided the opportunities, to achieve the target of 100 % enrolment in the Punjab. xi The ECE programme in the Punjab is facing the challenge of financial resources for its effective implementation. Well-equipped classrooms and specially designed washrooms are also required. The appointment and selection of trained teachers in the field of ECE is another challenge faced by the ECE programme in the Punjab. It is concluded that Early Childhood Education programme provides the opportunity of achieving the target of 100 % enrolment, and effective use of 3-5 years’ age of student’s life. It helps to decrease the dropout rate and to reduce the repetition rate. The appointment of teachers on merits basis, having professional degree in the area of ECE is helpful to make the ECE programme more effective. The programme is facing the challenges of shortage of financial resources for its effective implementation. The selection of teachers and their professional training is a major challenge faced by this programme.
