Title: Standard-Based Teacher Evaluation: Analysis of Teachers' Knowledge, Dispositions and Skills about Students' Assessment

Abstract: Teachers’ evaluation is central to improve the quality of teaching. It provides a piece of evidence to recognize and reward effective teachers. It also helps to identify those who need help so they can get more training to be effective. The effective teachers demonstrate creative and innovative teaching practices and share their knowledge with other colleagues. Teachers have to be acquainted with various professional proficiencies i.e. classroom management, content knowledge, pedagogical skills and students’ assessment etc. Students’ assessment is the responsibility of teachers to gain information regarding students’ learning progress. To conduct students’ assessment successfully, teachers should be familiar with appropriate knowledge, optimistic dispositions and impressive skills. To gauge the professional competencies of teachers, the Ministry of Education, Government of Pakistan has developed National Professional Standards for Teachers (NPST) in 2009. The objective of NPST was to provide a mechanism for preparing professionally competent teachers. There are three subscales in each standard i.e. knowledge, dispositions and skills. The purpose of this study was to evaluate the knowledge, dispositions and skills of elementary school teachers about students’ assessment based on NPSTs. Mixed methods approach was used to conduct the study. The population of the study comprised of all male and female elementary school teachers working in urban and rural public sector elementary schools of Punjab province of Pakistan. To evaluate the knowledge of teachers about students’ assessment, all elementary school teachers having at least Master of Arts or Science (MA/MSc) along with Bachelor in Education (B. Ed) working in elementary schools of selected district were taken as the sample of the study. For evaluating the teachers’ dispositions regarding students’ viii assessment, 32 teachers including 16 females and 16 males were for interviewed. To observe teachers’ skills regarding students’ assessment, one teacher from each elementary school was selected. An objective type test, interview questions as well as a check list were developed based on selected National Professional Standard and validated through expert opinions and pilot testing. The Study reveals that the level of teachers’ knowledge about different aspects of students’ assessment i.e. assessment types, measurement theories, the interpretation of assessment results and assessment related issues is poor. Interviews reveals that teachers have optimistic perceptions regarding students’ learning outcomes, fairness in assessment, objectivity in assessment, teacher’s role as wise observer and constructive feedback respectively. Moreover, observation reveals that teachers are developing and scoring tests, reporting the results and utilizing the assessment results skillfully except proper administration of the test.
